CBP Delays Aug. 22 DIS Enhancements ImplementationCustoms and Border Protection (CBP) announced it has delayed the Aug. 22 deployment of enhancements to the Document Image System (DIS) until further notice. DIS will facilitate vehicle-related document submission for exports via Electronic Data Interchange (EDI). “When the new Certification and Production deployment dates are available, additional messaging will be provided. In addition, any associated documents available on cbp.gov will be updated, as necessary,” CBP said in an Aug. 1 CSMS. Any questions about this message or related policy should be sent to CBP at cbpvehicleexports@cbp.dhs.gov. Send any testing questions to your CBP client representative.

Customs and Border Protection (CBP) will open a new Customs Trade Partnership Against Terrorism (CTPAT) office in Laredo, Texas, by the beginning of next year.There are currently six CTPAT offices located across the U.S. in ports of entry, including Buffalo, Houston, Los Angeles, Miami, New York City, and Newark, New Jersey. The new CTPAT office in Laredo will be the newest CTPAT in many years, CBP said.Questions regarding CTPAT can be provided to CBP by telephone to the national Help Desk at (800) 927-8729 or via email at ctpathelpdesk@cbp.dhs.gov.

Customs and Border Protection (CBP) on Friday, Aug. 2, provided an outline to the trade of what changes would be required at the agency to double down on targeting narcotics trafficking within the small package import environment.The proposed operational changes at the agency are part of the Biden-Harris administration’s “Detect and Defeat” initiative to increase penalties on drug smugglers, give border officials strengthened tools to target fentanyl arriving at the border ports, and close loopholes that traffickers currently exploit. For CBP, these new regulatory changes would primarily focus on the low-value small package imports, known as de minimis. CBP processes approximately 4 million de minimis shipments daily.CBP emphasized that these proposed changes still require Congressional approval in the form of legislation.

NEI’s 10th Global Trade Education (GTE) Conference at the Intercontinental in downtown Chicago on July 28-30 was a a success! More than 320 attendees—a new recordNCBFAA President Jose D. (JD) Gonzalez attended the conference, along with NCBFAA Vice President Kristi App, NCBFAA Secretary Laurie Arnold, and NCBFAA Treasurer Karen Damon. The NCBFAA Officers applauded the work of NEI Executive Vice President Cynthia Whittenburg, Business Development Manager Federico “Kiko” Zuniga, the Staff, and Committee Co-Chairs Thayne Worsley and Carie Samuel for all their hard work to make this a successful event for all attendees who were there to advance their industry education.

NCBFAA will be submitting feedback to the offices of Sens. Bill Cassidy (R-LA) and Catherine Cortez Masto (D-NV) in response to their July 31 release of the Customs Facilitation Act of 2024 discussion draft. The comments are due Aug. 30.The Customs Facilitation Act of 2024 would: ·Create a real One U.S. Government at the Border through a workable one-stop-shop for data entry and decision-making.·Streamline data requirements by providing parameters to ensure the government is receiving the data it needs without overly burdening the trade industry.·Simplify the duty drawback process. ·Update the Customs and Border Protection (CBP) webpage, the Customs-Trade Partnership Against Terrorism Trade Compliance Handbook, and the accessibility of Customs representatives to improve information sharing.·Encourage more timely responses to trade actions and requests from U.S. government agencies.·Streamline the export process and ensure that clerical errors are not penalized.·Authorize the Government Accountability Office (GAO) to conduct a study to examine the duty and fee structure and make appropriate recommendations to Congress.·Provide enhancements to Centers of Excellence and Expertise.Click here to read a one-pager. https://lnkd.in/edMnT2jq

CBP Recommends Adding ‘Cybersecurity Point of Contact’ to Your ACE Portal AccountCustoms and Border Protection (CBP) has asked all members of the trade to add a Technical Point of Contact (POC) designated for Cybersecurity to their ACE portal account for CBP to contact if a legitimate cybersecurity threat is identified. To add a Cybersecurity POC, ACE account users must begin by completing the steps required to add a general POC as described in the Modernized ACE Portal User Guide, starting on page 42. To begin, select “Technical Point of Contact” in the “Type” drop down menu field. Include “Cybersecurity” in parentheses after the contact’s last name.
